Local and regional authorities in the UK are responsible for all kinds of public services, including the care of the elderly, the profusion of welfare to vulnerable people, and the day-to-day operation of community centres. These authorities also manage the finances that underpin this infrastructure, an undertaking that means they hold masses of data about local economies and the people living within them.

In this panel, experts will discuss this data in the context of govtech and AI, exploring how local and regional authorities could take advantage of their datasets by employing innovative technology to make public service delivery more efficient and effective. Panellists will debate the steps to reach that point and how to navigate obstacles in the way, referencing their swathes of experience and previous work with data and local authorities.

Martine Wauben, Head of Data for London, Greater London Authority - As Head of Data for London, Martine Wauben is realising the Mayor of London’s vision to make it simpler for people to share and use data held across London to improve the city and benefit Londoners. Previously, she was a government data scientist and statistician at Number 10 Downing Street, the Department for Health and Social Care, and the Ministry of Justice, and has done work internationally in Rwanda and Nepal.

Priit Liivak, Chief Architect, Nortal - Priit is a digital-government architect with over 15 years of experience helping Estonia become the world’s leading digital society. He has served as an advisor to the Estonian government’s architectural board and contributed to the design and development of several core systems enabling real-time data exchange and fully online public services.

A recognised voice in the software engineering community, Priit hosts Estonia’s most renowned engineering podcast and mentors emerging technologists. Internationally, he serves on global e-government and interoperability working groups and has advised governments in North America, the Middle East, and Africa on building secure, citizen-centric digital states.

Professor Elena Simperl, Director of Research, Open Data Institute - Elena Simperl is the ODI’s Director of Research and a Professor of Computer Science at King’s College London. She is also a Fellow of the British Computer Society, a Fellow of the Royal Society of Arts, a senior member of the Society for the Study of AI and Simulation of Behaviour, and a Hans Fischer Senior Fellow.

Elena’s research is in human-centric AI, exploring socio-technical questions around the management, use, and governance of data in AI applications. According to AMiner, she is in the top 100 most influential scholars in knowledge engineering of the last decade. She also features in the Women in AI 2000 ranking.

In her 15-year career, she has led 14 national and international research projects, contributing to another 26. She leads the ODI’s programme of research on data-centric AI, which studies and designs the socio-technical data infrastructure of AI models and applications. Elena chaired several conferences in artificial intelligence, social computing, and data innovation. She is the president of the Semantic Web Science Association.

Elena is passionate about ensuring that AI technologies and applications allow everyone to take advantage of their opportunities, whether that is by making AI more participatory by design, investing in novel AI literacy interventions, or paying more attention to the stewardship and governance of data in AI.

Joe Massey, Senior Researcher, Open Data Institute - Joe is a Senior Researcher in the R&D team. He is currently focused on the sustainable data access project, alongside other projects. He is also spending time thinking about how the ODI can use more quantitative research methods to better understand the data-driven world.

Before working at the ODI, Joe worked at the responsible technology think tank Doteveryone, and completed a MSc in Global Development at the University of Copenhagen.

Joe is a strong advocate for interdisciplinary, mixed methods research and is fascinated by the intersection of technology, data and society.
