This is our response to Ofgem's call for input Data Sharing in a Digital Future.
Ofgem’s consultation argues for a single technical solution (an online platform) for consumer consent on data sharing in the energy system.
Key components of our response are
- We agree with Ofgem’s recommendation, primarily because this reduces the threshold for engagement in consumers giving consent, and increases attention on this one system for ensuring accountability and transparency. Making the consent solution clear and explainable is essential
- We recommend a data institution to steward this technical solution, similar to the data institution at the centre of Open Banking. This should involve all relevant stakeholders including civil society, create assurance of trustworthy practices in the ecosystem and emphasise responsibility to consumers
- The consent solution should be created with open infrastructure to support both accountability, and interoperability with other platforms
