Data2Policy is a global initiative that seeks to leverage the power of data and digital public goods to improve policymaking around the world.

Overview of project

The global landscape is adversely affected by challenges including climate change, labour market shifts, and gender inequality. These need to be addressed by effective policy making informed by high-quality information and data. However the information and data available is undermined by gaps, limited resources, and inadequate frameworks. Data2Policy aims to address these challenges by creating spaces and partnerships that facilitate mutual learning on data and AI-enabled policymaking with an overarching goal to contribute to a just, fair, human-centred, and equitable digital transformation worldwide.

In our previous partnership with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (English: the German Corporation for International Cooperation GmbH) and the United Nations Development Programme (UNDP), we supported the design and delivery of the Data2Policy Navigator, a toolkit designed to assist government executives and policymakers in grasping the fundamentals of data-driven decision-making. It provides a step-by-step guide and a range of practical examples from across the globe on how to integrate data into policy and programme development. Earlier this year it was officially recognized as a digital public good by the Digital Public Goods Alliance (DPGA), thereby contributing to the UN Secretary-General’s Roadmap for Digital Cooperation.

The ODI will continue to support the Data2Policy initiative in this way, by drawing on our expertise in co-creating data strategy, embedding a data culture, and building data capabilities.

What we are doing

We will be working with the Data2Policy team at GIZ to support a number of projects around the world that are looking to improve data-driven policymaking through both new data sources, and new insights from existing data. This focus will mainly be directed at middle-income countries with a high potential to drive impact with a more data-rich policy landscape. We will be looking to support policymakers in countries such as Iraq, Egypt, South Africa, India and more.

This also includes delivering capacity-building exercises with GIZ as well as the wider Data2Policy Network, a global community of policymakers from diverse sectors dedicated to harnessing emerging data sources for evidence-based policymaking in pursuit of the SDGs. We will be leveraging our extensive ODI Learning catalogue to help improve data literacy across the entire Data2Policy ecosystem.

Throughout our support for these different projects, we will of course be looking to constantly improve the Navigator toolkit itself. By using it in different contexts, we can learn what can make it better for policymakers to use themselves, and contribute to a stronger ecosystem of digital public goods.
