Partnering with policymakers

In recent years, more and more high-quality data is being collected, which has made it possible to make even better predictions about human behaviour, as well as social, economic and ecological developments and future trends.

This data can also be used to tailor policies to people – with the help of this information, government services can be improved, human rights strengthened, the environment protected or the livelihood of future generations secured.

However, policymakers have limited access to these new data sources. Data gaps, limited licences and access, scarce resources, and spotty data skills make data-driven decision-making difficult. To address these challenges, the ODI and GIZ have partnered to support policymakers around the world.

Through cooperation with the private sector and civil society, this project aims to address data and information gaps, develop data skills and promote good practices among policymakers, scale successful practices and methods across sectors and regions, and equip policymakers to implement processes to work with data from different sources.

What we’re doing

The ODI will be helping GIZ to identify and support potential use cases for data collaboration between public and private stakeholders, to identify and develop capacity building approaches to ensure data collaboration can be scaled and sustained over time, and to advise on the development of a Data4Policy global product that will support policymakers around the world in developing and implementing new Data4Policy use cases at scale.

Over the next 12 months, we will:

  • Help GIZ learn from current and past use cases in which policymakers have leveraged new and non-traditional data sources to deliver policy objectives
  • Support the implementation of new Data4Policy use cases by helping public and private stakeholders identify which relevant policy issues can be addressed with data, map the data that can be used, assess the ethical and regulatory context and recommend activities that can maximise impact for collaboration opportunities
  • Advise GIZ in the development of a Data4Policy global product, aimed at supporting policymakers at scale to implement the Data4Policy approach
  • Work together with GIZ to facilitate knowledge exchange among policymakers, civil society and the private sector across different regions of the world
