Tim Lowe

Tim is an ethicist and researcher by background. He has built research and data ethics governance from the ground up in a start-up research company along with creating and embedding ethics processes in complex public-sector organisations. He has 5 years’ experience leading research, analysis, and ethics/data ethics projects in the police. He has led on research and evaluation of public health approaches to violence prevention, analysis of disproportionality in stop and search and use of force, futures analysis to prepare organisations for unanticipated risk, and designed and delivered trust and confidence surveys of the public. He set up one of the first data ethics committees in UK policing, and the first that used deliberative public engagement to devolve decision-making outside of the standing committee. He has a background in philosophy, receiving his PhD in 2020 and teaching ethics to undergraduate students.
