Governments are among the largest data gatherers globally, and their ability to leverage this data is crucial for delivering impactful services to citizens and stakeholders.
In 2020, the Canadian Forest Service (Natural Resources Canada) partnered with the ODI to develop frameworks and tools aimed at enhancing organisational capacity in data culture, literacy, skills, and acumen.
The Data Culture Enablement Process (DCEP) is designed to harness data, analytics, and insights to drive positive outcomes. Over the past four years, this effort has evolved into a comprehensive organisational change management approach, now being adopted across Natural Resources Canada and other Government of Canada departments and agencies.
This session will be particularly valuable for those interested in leveraging data for digital transformation and impact, especially within the public and non-profit sectors.

Senior managers and executives with a core mandate to foster data and digital transformation in their organizations. While the presentation will focus on the public sector, the methodologies and frameworks described are equally effective in the non-profit, social enterprise and private sectors.

Speakers
Francis Loughheed - Professional Biography
Francis Loughheed is a distinguished senior policy advisor with expertise in performance measurement, strategic planning, data analytics, and data culture change management. His work is at the intersection of culture, change management, and data/digital transformation.
Since 2020, Francis has spearheaded a unique data change management project at the Canadian Forest Service. The project, known as the Data Culture Enablement Process (DCEP), delivers and implements a comprehensive organisational approach to data culture change management. This complete toolkit is based on benchmark change management principles and is aimed at promoting and enhancing organisational data maturity. The goal of the project is to transform data into impact through people, culture, and technology. This initiative has led to innovative work in assisting senior management and executives in developing data as a core strategic asset.
In addition to his professional achievements, Mr. Loughheed serves as the co-chair of the Government of Canada People and Culture Community of Practice and is a frequent speaker at data-related events.
Outside of work, Francis is an accomplished oboe and English horn player, performing with community based orchestras and bands in the Eastern Ontario and Montreal areas.
Dr Dave Tarrant, Senior Learning Advisor, The ODI
As principal technical consultant and senior learning advisor at the Open Data Institute, David is responsible for the strategic direction of data literacy. This includes leading research to identify gaps in data literacy, the development of new learning experiences and delivering new data literacy products at scale.
Since joining the ODI, David has introduced educational content that has helped transform governments and unlock over $15m for startups.
Most recently, David has spearheaded the delivery of a new programme aimed at certifying a network of Data Ethics Professionals and Facilitators. David has applied his data science skills to build policy making tools for open data leaders and leading projects on responsible AI application at the intersection of AI, data and data literacy.
Before joining the ODI, David was a lecturer in the Web and Internet Science Group at the University of Southampton leading courses on open data and innovation.
