Read the Welsh Water open data strategy
Dŵr Cymru Welsh Water (DCWW) is run solely for the benefit of customers. It supplies drinking water to over 3 million customers, in over 1.4 million homes and businesses across Wales. The ODI will support the company to develop and implement an open data strategy, setting out its ambition and plan for implementing open data, and becoming an open data leader in the water sector.
This is coming after the June publication of Open data in the water industry: making the change by Ofwat which outlined the findings from their review of water company progress on delivering open data and their recommended next steps. As Ofwat will develop a licence condition obligating companies to “deliver on the open data challenge”, they have set out recommendations on both publishing open data and to “continue to deliver open data enablers in a balanced and integrated way”. One of these enablers is around developing “comprehensive open data strategies” with “clear roadmaps for delivery”, which we intend to fulfil as part of this project.
DCWW has already made significant progress in other open data enablers, including:
- the launch of the Dŵr Data Academy - their internal data literacy initiative intended to support the learning and development of data skills across the entire organisation
- developing strong partnerships with several Welsh universities, such as the participation in a data sharing consortium with Bangor University, Cardiff University, and Public Health Wales to research the presence of viruses in wastewater to test for the detection, and surveillance of human pathogenic viruses
- enabling collaboration to solve business challenges for the benefit of customers
Dŵr Cymru Welsh Water will harness the potential of open data to transform its approach to addressing long term challenges in new ways, such as with bathing waters, spills analytics, and drainage management. This involves enabling others to innovate with data, enhancing awareness of the company’s performance, and making informed decisions to create a positive impact for customers and the environment.
To begin with, the project will bring together expertise from across Dŵr Cymru Welsh Water, from data practitioners to executive leadership, to develop a shared understanding of the opportunities made possible by publishing open data. We will also engage with a range of external stakeholders, to understand their needs as current or potential users of open data published by DCWW, in order to inform priority actions, and support the development of use cases. For the longer term, the focus will be to develop a strong framework to embed open data enablers in line with Ofwat’s recommendations, developing the organisational culture and delivering on priority, high value use cases.
Dŵr Cymru Welsh Water is also a partner and a strong advocate of the Stream collaboration project. Their open data strategy will complement and support this initiative whilst delivering value in the short to medium term in a number of key areas.
We see open data as being integral to solving some of the challenges we, and the entire sector, are facing. We are really pleased to be working with the Open Data Institute (ODI) to develop our first Open Data Strategy. The strategy will help us work even more closely with our customers, partners, and the community, and I am looking forward to seeing how it accelerates innovative thinking and new ideas.

Mae Dwr Cymru Welsh Water (DCWW) yn cael ei rhedeg yn llwyr er budd ei gwsmeriaid. Mae’n darparu cyflenwadau dŵr yfed dros 3 miliwn o gwsmeriaid mewn dros 1.4 miliwn o gartrefi a busnesau ar draws Cymru. Bydd yr ODI yn cynorthwyo’r cwmni i ddatblygu a gweithredu strategaeth data agored, a fydd yn pennu ei uchelgais a’i gynllun ar gyfer rhoi data agored ar waith, a dod yn arweinydd o ran data agored yn y sector dŵr.
Daw hyn yn sgil cyhoeddiad Data agored yn y diwydiant dŵr: gwneud y newid Ofwat ym mis Mehefin, a oedd yn amlinellu canfyddiadau eu hadolygiad o gynnydd cwmnïau dŵr o ran cyflawni data agored, a’u hargymhellion o ran y camau nesaf yn hynny o beth. Am y bydd Ofwat yn datblygu amod yn ei drwyddedau a fydd yn ei gwneud yn orfodol i gwmnïau “gyflawni o ran y sialens data agored”, maent wedi pennu argymhellion o ran cyhoeddi data agored a “pharhau i ddarparu mesurau i hwyluso data agored mewn ffordd gytbwys ac integredig”. Un o’r mesurau hwyluso yma fydd datblygu “strategaethau data agored cynhwysfawr” â “mapiau clir o sut y cânt eu cyflawni”, sy’n rhywbeth rydyn ni’n bwriadu ei gyflawni yn rhan o’r prosiect yma.
Mae DCWW eisoes wedi gwneud cynnydd sylweddol o ran mesurau hwyluso data agored eraill, gan gynnwys:
- lansio’r Academi Data Dŵr - eu menter llythrennedd data fewnol â’r bwriad o gynorthwyo dysgu a datblygu sgiliau data ar draws y sefydliad i gyd
- datblygu perthnasau cadarn â nifer o brifysgolion Cymru, fel cymryd rhan mewn consortiwm rhannu data gyda Phrifysgol Bangor, Prifysgol Caerdydd ac Iechyd Cyhoeddus Cymru er mwyn ymchwilio i bresenoldeb firysau mewn dŵr gwastraff er mwyn cyflawni profion i ganfod a chadw llygad ar firysau pathogenaidd dynol
- hwyluso cydweithio i ddatrys sialensiau i’r busnes er budd y cwsmeriaid
Bydd Dŵr Cymru Welsh Water yn ffrwyno potensial data agored i drawsnewid ei ddull o weithredu wrth fynd i’r afael â sialensiau hirdymor mewn ffyrdd newydd, fel gyda dyfroedd ymdrochi, dadansoddeg gollyngiadau, a rheoli draenio. Mae hyn yn cynnwys caniatáu i bobl eraill arloesi gyda data, codi ymwybyddiaeth am berfformiad y cwmni, a gwneud penderfyniadau gwybodus i greu effaith gadarnhaol ar gyfer cwsmeriaid a’r amgylchedd.
