Background
The ODLN programme provides participants with the necessary knowledge and tools to effectively lead open data initiatives.
The programme builds on the success of four previous cohorts of the ODLN the programme – a global network of over forty open data leaders. For more information about the ODLN, watch this short film and read the perspectives of former participants.
The five-day programme, which will be facilitated by trainers from the ODI, aims to develop participants’ skills in:
- open data leadership
- advocacy and communication
- innovation and understanding data users
- practical aspects of managing data and using tools
It will allow participants to share and discuss the problems they face in their work and develop solutions through a tested, peer-to-peer methodology.
Agenda
The full agenda for the ODLN in October will be finalised and shared with participants in advance of the training. However the agenda below, based on agendas from the previous 4 ODLNs, shows you what to expect. It is subject to change based on the learning preferences participants express in their applications.

What we offer
- Funded places for experts working with open data in government in to attend a five day programme in London
- Coaching from a range of ODI experts, and outside experts within ODI’s network
- Membership of a support and peer-learning network of over 40 global leaders
What we look for
Strong applicants for the programme will:
- Hold a position in government advancing an open data agenda
- Think creatively and be prepared to share ideas and gain from peer-to-peer learning
- Demonstrate commitment to building their leadership, communication and technical skills
- Have a good understanding of open data
Key dates:
- The application process opens on Monday 7 August and closes on Wednesday 13 September
- To enable time for participants to make travel arrangements, places will be awarded on a rolling basis from Monday 21 August, so if you are interested please apply as early as possible
- Applicants will be told whether they have been successful within two weeks of applying
- Successful applicants will be invited to attend the training programme in London on 9-13 October 2017
How to apply:
- Interested leaders should complete the application form by 17:00 (GMT) on Wednesday 13 September. We strongly encourage early applications.
- Places for European participants are funded by the European Union through European Data Portal project. Funding covers the cost of the training and lunch each day. Participants must fund their own travel and accommodation. The selection of the participants will be made based on the strength of the application, no further terms and conditions apply.
- Participants from developing countries are funded by the Open Data for Development Programme (OD4D) managed by the International Development Research Centre. Funding covers the cost of training, lunch each day, travel and accommodation. Please refer to the terms & conditions for further detail.
- Unfortunately, there are currently no places funded beyond this, however we would welcome applications from participants who could self-fund travel and accommodation. Please contact us if you would like to discuss this. This page will be updated should we secure additional funding.

Please note that we will not accept applications from the NGO sector, universities or private sector organisations. Applicants will only be eligible if they are individuals working in open data initiatives in government.

The European Data Portal is being developed by the European Commission with the support of a consortium led by Capgemini Consulting, including INTRASOFT International, Fraunhofer Fokus, con terra, Sogeti, the Open Data Institute, Time.Lex and the University of Southampton.
