Read State of the Data Nation

This paper reviews the Open Data Institute’s (ODI) progress three years into its 5 Year Strategy, published in 2023. It takes stock of delivery to date, examines how external conditions have continued to evolve, and sets out how the ODI is adapting its priorities and commitments for the remainder of the strategy period. It is both a record of what has been achieved and a statement of direction; explaining how the ODI’s work has changed emphasis while remaining anchored to long-standing principles.

For the remainder of the strategy period, we will maintain our focus on strengthening the foundations that allow data to function reliably, particularly where it is to be built into AI systems. As data and AI become more deeply embedded across public life and the economy, the quality of data infrastructure will continue to shape whether systems are transparent, accountable and capable of delivering value. Our role is to support that work with independent expertise that is grounded in practice, and to help ensure that data can be governed and used in ways that are ethical, fair and worthy of public confidence.
