The Open Data Institute (ODI) response to the government green paper ‘Transforming public procurement’

This is the ODI’s response to the government consultation on its ‘Green Paper: Transforming public procurement‘. The key points we make are:

  • The ODI is generally supportive of the government’s proposals for transforming public procurement and, in particular, the role data can play in the process.
  • We recommend that opening and sharing data should be a core component of the procurement system and be embedded throughout the whole life of the process.
  • We strongly agree with the proposal to base awards of contract on the ‘most advantageous tender’. It is important that the system should consider the economic, environmental and social benefits of a procurement from the outset. Including additional requirements on contracts for opening and sharing data could add considerable value.
  • We strongly support the implementation of the Open Contracting Data Standard and a central digital platform.
