Since 2010 local authorities have been required to publish their spending data across England. The promise - that this would create greater accountability and induce a transparency revolution.
Ben Worthy, lecturer in politics at Birkbeck College, University of London examined the impact of this policy. Who has been using the information, what impact has it had on the public and politicians and what sort of transparency has it created?
