Scope of work

The ODI is embarking on its next five-year strategy, focusing on sustainability and the long-term impact of our work. To support this process, the ODI is looking to bring on a specialist team or organisation to improve the MEL and impact measurement practices across the organisation and upskill the senior leadership team. We want to embed this learning along with defined processes into our fundraising strategy to ensure successful longer-term funding to deliver on our mission. The successful consultant would need to advise and train the team in the following key areas:

  • Help the ODI articulate its long-term strategy and ambition for our programme of work, focused on impact and the sustainable development goals (SDGs).
  • Work with the ODI team to develop more explicit positions and messaging related to our programmes, such as by raising the profile of particular topics or issues and helping other organisations understand how to support them in their own strategies, policies and investments.
  • Review the ODI’s existing MEL/impact measurement practices and facilitate the design and implementation of a comprehensive MEL framework for the ODI’s programme of work, including setting SMART objectives and KPIs for the programmes.
  • Design Theories of Change (ToCs) and logic models for each of our programmes.
  • Develop fundraising packs for each of the programmes that can articulate and demonstrate the impact and delivery of SDGs.
  • Build the skills and capacity of the ODI’s senior leadership team to develop longer-term strategies, secure sustainable funding and to measure successful outcomes and impacts of our work.

Activities

The successful consultant/organisation will work in close collaboration with the ODI team to ensure the deliverables meet the organisation’s needs.

We anticipate certain types of activity will be required to meet the deliverables – for example, developing ToCs, KPIs, etc – however, we ask consultants/organisations to propose specific activities and approaches as part of the tender response.

Deliverables

  • A MEL/impact measurement improvement plan.
  • A comprehensive MEL framework for measuring the impact of the ODI’s programmes that can be embedded across the organisation with minimal costs.
  • Theories of Change and logic models for each of our programmes.
  • Fundraising packs for each of the programmes that link to the delivery of SDGs, including evidence, reports and presentations.
  • A comprehensive training programme for the ODI’s senior leadership on strategy development, impact measurement and securing long-term investment.

Timeline

We expect this project to commence in December and run for a period of 3–4 months. Key milestones and concrete deadlines are to be agreed upon contracting.

Terms of payment

The successful consultant/organisation will invoice the ODI on a monthly basis, on the last day of each month and will be payable within 30 days of the invoice date.

Form of tender response

Applications can be on behalf of organisations or a consortium:

  • A short (no more than 3 page) explanation of your proposed approach, with references to any relevant existing work or activities
  • A description of why you are best placed to deliver this work
  • A description of the team (if applicable) who will do the work, including short biographies
  • The total value (£) of your proposal, with a breakdown of the costs by activity and people
  • A project plan with a clear description of activities, methods, outputs and deliverables from the different activities
  • Where required, what form of in-kind support from the ODI team would be useful, for example, content, branding, connections etc
  • Any risks and data protection considerations

Decision criteria

All proposals will be assessed as described in our public procurement policy. In addition, we will be looking for experience in supporting organisations of a similar size to improve their MEL/impact measurement practices.
